The United States Department of Homeland Security (DHS), commonly
known in the United States as "Homeland Security", is a Cabinet
department of the U.S. Federal Government with the responsibility
of protecting the territory of the United States from terrorist
attacks and responding to natural disasters. Whereas the Department
of Defense is charged with military actions abroad, the Department
of Homeland Security works in the civilian sphere to protect the
United States within, at, and outside its borders. Its goal is to
prepare for, prevent, and respond to domestic emergencies,
particularly terrorism. With over 200,000 employees, DHS is the
third largest Cabinet department in the U.S. federal government,
after the Department of Defense and Department of Veterans Affairs.

The Secure Border Initiative (SBInet) is a comprehensive, multi-year plan to secure America’s
borders and to reduce illegal intrusions by land, water, and air. SBInet takes a holistic
approach to securing the border and immigration enforcement, focusing enforcement efforts on
cross-border violations and the continuum of those crimes into the interior of the United States.
Mid- to long-term requirements will expand these initial capabilities to:
- Provide expanded detection capabilities to better characterize threats
- Enable enhanced information management
- Provide additional and more sophisticated automation, situational awareness,
and analysis enhancements
- Facilitate detailed tracking information
- Enable comprehensive Command, Control, Communications, Computers, Intelligence,
Surveillance, and Reconnaissance (C4ISR) capabilities and Common Operational
Picture (COP) to all levels of operations and management
- Provide improved interface to other mission partners and enforcement systems
Summit Technologies, Inc. is providing resources as a sub-contractor to support the
Custom Border Patrol (CBP) tactical operations and strategic information flow to decision
makers within the Department of Homeland Security (DHS) and external Law Enforcement Agencies
(LEAs). SBInet provides key tactical infrastructure, surveillance and decision support technologies
that will support detecting, characterizing, and deterring breaches of the border to assist CBP
enforcement personnel in bringing operational control to the borders between and at the Ports of
Entry (POE). Due to priorities and available funding, the initial SBInet deployment will be limited
to the international borders with Canada and Mexico between POEs.
Core operational capabilities being provided include distributed strategically placed tactical
infrastructure, surveillance and decision support information to support CBP tactical operations,
timely collaboration/coordination between CBP, DHS, and other supporting mission partners (i.e.,
Federal, International, State, Local, and Tribal LEAs).
